Capital Project (Engineer) Manager - Roads

This position manages and performs a variety of advanced professional engineering assignments in the design and development of County infrastructure improvements, requiring advanced expertise in a specialized area of engineering or in multiple engineering-related functions. The incumbent acts as a resource to engineers and technicians on complex projects and manages or oversees projects, project components, and professional contracts. Work assignments are received with little technical instruction and require the selection of course of action and resolution of complex or unique problems with considerable latitude for independent judgment to develop procedures, systems and establish priorities working within the frameworks of established administrative guidelines.

Required Education and Experience:
- Licensed as a WA State Professional Engineer (PE), or in process of securing WA State comity; and
- Six years relevant engineering experience, to include two years of supervisory or lead experience.
*Engineering means the “practice of engineering” as defined in RCW 18.43.020.

Preferred Education, Experience or Other Qualifications:
- Six years of contract administration and project management experience.
- Certified as a Project Management Professional.
- Certified as a Construction Manager from Construction Management Association of America.

The successful incumbent must meet the driving requirements of this position and submit a copy of a current driving record/abstract (from state of residency) to review for eligibility to drive for Kitsap County prior to employment. The successful incumbent must obtain a valid Washington State Driver's License prior to hire and maintain a satisfactory driving record as outlined in the Kitsap County Vehicle Use Policy. This position is categorized as:
- Category 1 Driver: operates County-owned vehicle, and
- Category 2: Driver may operate a personal vehicle as an essential function for official County business. Any employee using a personal vehicle on official County business shall be required to maintain auto liability insurance, in addition to having a valid driver's license.

Prior to employment, the successful candidate must:
- Submit copies of valid certifications and/or official transcripts from an accredited college or university or business school, if education is being used to meet the minimum qualifications.
- Pass all job-related examinations/tests necessary to demonstrate required knowledge, skills and abilities, as determined by the hiring authority at time of job posting.
- Authorize and complete a criminal background check. Information received is reviewed on a case-by-case basis and will not necessarily remove a candidate from consideration.
- Driving record review to verify their eligibility to drive for Kitsap County.

The annual salary for this position ranges from $86,1997.29 - $121,794.55. This position offers medical, dental, vision, life insurance, a pension retirement, and other voluntary benefits.
